Last I checked anything related to performance must be dealt with through lets talks (after an investigation has taken place) and then after 2 lets talks an investigation that would lead to an SYP plan.

A formal investigation is step 4 of performance management, they need to complete the first 3 steps with you as per the guide before going to a formal investigation meeting.
